The plan aims not merely to restore the previous status quo but to carry out a slogan of "Creative Reconstruction" adopting a perspective of a society that allows for harmonious coexistence, where people could live in harmony with nature with others, and with their community, and policy and projects based on the plan are developed.

Hyogo formulated the Great Hanshin-Awaji Earthquake Reconstruction Plan (the 10-Year Hyogo Phoenix Plan) and aimed not merely to restore the previous status quo but to carry out a slogan of "Creative Reconstruction" (Build Back Better than Before). Priority Three-Year Plans focusing on housing, regional infrastructure and industry was formulated and implemented. At the same time, Hyogo formulated supplementary program within 10-year planned period and reviewed it in a timely manner.[2000, 2002, 2007]
