Build Back Better than Before Creative Reconstruction

The plan aims not merely to restore the previous status quo but to carry out a slogan of "Creative Reconstruction" adopting a perspective of a society that allows for harmonious coexistence, where people could live in harmony with nature with others, and with their community, and policy and projects based on the plan are developed.

Promotion of public-private partnership

Hyogo conducted the recovery initiative of the Great Hanshin-Awaji Earthquake to deal with local community challenges in collaboration with various stakeholders such as companies, related organizations, and volunteers, while bringing the proactive effort of citizens into the heart of the initiative.

  • Hyogo formed the "Phoenix Citizen's Recovery Network," a group composed of citizens, various organizations, volunteer groups, business associations and academic experts. This group sought to identify the diverse needs of disaster victims toward the goal of seeking flexible solutions.[1995 started]
  • The "Earthquake Victim Reconstruction Support Council" which consists of experts in various fields and directors of relevant departments of the Hyogo Prefectural Government was established. This organization held "Travelling Chat Sessions," that were programs to visit and have disussions in the disaster-affected area, and it issued recommendations to local governments and disaster victims.[1995 started]
  • A "Lifestyle Reconstruction Council between NPOs and Government (subsequently named "Collaboration Meetings")" was set up to have an opportunity to discuss NPOs' activities and a variety of issues regularly between NPOs and local government officials.[1999 started]
