Hyogo Prefectural Government empowered disaster prevention and emergency management systems significantly. Furthermore, Hyogo is improving community and local disaster response and management capability based on self-help and mutual-helpt concept.


Emergency management system enhancement and reinforcement by a local government

Based on the lessons learned from the chaotic experience just after the Great Hanshin-Awaji Earthquake, Hyogo enhanced their disaster management systems.

  • Establish the position of a "Superintendent of Emergency Management", who serves as a crisis manager assisting the Governor of Hyogo Prefecture.
